(Creating task ahead of time to note requirements.)
This build is lower priority than 2.5.1.
Since 2.4.4 (task #7875), we've got a new build environment we could use
(2.4.4 used gnuwin32-2014-10-12, 2.5.0 used gnuwin32-2015-02-25, I believe).
Based on experience with 2.5.x, either ought to yield a working 2.4.4 Gtk2
build.
There's no point making a Gtk3 test build if using the older environment, due
to bug #20999. If using the newer environment, a Gtk3 build should work better
than the 2.4.4 one

but I wouldn't bother if it's any trouble at all.
