Details:
Add FREECIV_HOME_DIR definition, currently hardcoded to "~/.freeciv", to
configure, and use that when constructing the default path variables. Other
than those do not use FREECIV_HOME_DIR yet, so changing its value would result
in inconsistent usage of different directories to the point that a file gets
saved in one directory but the loading side would search it from another.
