Details:
Debian bug #789374 <http://bugs.debian.org/789374> reports some apparent
license incompatibilities between data/flags/saxony.svg and
data/flags/sikkim.svg and DFSG.
Debian has a local documentation change that resolves the issue for them, but
we should probably resolve it upstream.
See analysis in the Debian bug for details and possible solutions. Mostly it
seems to be errant metadata.
