I think it's a bug (and not a feature) that the first history report gets
SHOWN at turn 21 instead of 20 (consecutive reports are shown at a bit random
turns, so it's not so obvious problem there that 21 + (20 * x) = ((x+1) * 20)
+ 1) The reason for this is that the turn 20 (GAME_DEFAULT_SCORETURN) is the
turn report gets generated, and it's generated at the end of turn.
