Follow-up Comment #2, patch #6341 (project freeciv):
_What is the reason you want this added?_
Short term: Move the rule that a Caravan only can help a city with its
production if it is building a wonder to the ruleset.
Long term: A "Buy Production" action (with a city actor) could use it to
forbid buying a wonder.
