Follow-up Comment #2, patch #6119 (project freeciv):
The typical use for diplrels are action enablers, and you can add separate
action enablers for each diplrel, so I think we should stick with clear
definition of requiring exactly the given state. Otherwise we have number of
unclear situations (is "No Contact" more like on the way to "Peace" or on way
to "War"?)
