Details:

Patch #6348 et al are moving files like README.ruleset_civ2civ3 from doc/ to
data/ so that they can be read in-game, which is a fine thing to do.

I think it would be nice though if in an installed Freeciv installation these
documents continued to be visible in $DOCDIR (/usr/share/doc/freeciv or
wherever), because they've traditionally been visible there and because they
continue to be useful as standalone docs.

I think a symlink from $DOCDIR to the copy in /usr/share/freeciv would do. I
don't think it matters much which is the symlink, and this way lets us
maintain the property that Freeciv can be run out of its build directory
(since data/civ2civ3/README.civ2civ3 will be present).

I've checked with a Debian developer and I don't think that such a symlink (in
either direction) will violate policy or cause trouble in Debian, and hence
probably not elsewhere either.

I haven't checked how/whether "make install" can be made to do this.
