Details:

Now that patch #5028 allows the player to choose whether AIs get randomised
traits, we should allow players to try this with standard rulesets, although
it should be disabled by default.

Add trait ranges to classic/civ2civ3/multiplayer, and also override the
'traitdistribution' setting in these rulesets to FIXED, so that there's no
behaviour change.

Start with whatever trait ranges patch #6515 decides on, for want of a better
idea.

(Leave civ1/civ2 alone for now, as maybe one day we'll try giving the
civ1/civ2 nations individual fixed traits. Can set forced
traitdistribution=FIXED setting as sort of player documentation that they're
not going to see random traits.)
