Details:
If the nation group list (leftmost column of the "Pick Nation" dialog) needs a
scrollbar, it doesn't appear until the window height is shrunk to considerably
less than the height where it's needed, and the bottom part of the scrollbar
and list isn't reachable.
It's as though the bottom part of the list control is hiding underneath the
bottom part of the dialog that shows the legend.
