Details:
So when ever the tech is acquired, there's three instances to be notified:
- Player getting the tech (this can be combined to 'research group' - depends
on case)
- All the other members of the research group
- Embassies ("research_embassies" in case of S2_6+)
Bonus tech acquirement still lacks the last one.
