Details:

I considered adding this to patch #6511, but as this is at least partly
independent feature from whether the control variables come from the tileset
or not, opening a new ticket.

sdl/2-client has quite crammed space for "unit with upkeep" -icons. It does
scale the icon, but for example the trident icon gets really small when the
unit itself is scaled to height that has upkeep icons part (below it) reduced
from the height of the icon slot. Before the icon construction layout was
unified between the clients, sdl-clients used to overlay upkeep icons over the
lower part of the unit icon even in case of overhead tilesets.

I think we should have support for "alternative" layout to be used in
small-size icon slots. It would then be up to tileset author if such an
alternative layout is being supported or not (must sdl/2-client to use the
standard layout as it currently does?)

Ideally this should be additional entry in tileset after the patch #6511
"unit_layout_icon_offset_y" to give equivalent value for small-space icons;
"unit_small_layout_icon_offset_y", defaulting to the
"unit_layout_icon_offset_y", i.e., to not having alternative layout supported.
