Details:
Currently turn done button activation assumes phase to have begun if
game.info.phase has been set. This might be quite premature, as it might get
set by packet_game_info well before packet_start_phase, and more importantly
in typical 1-phase games it's never even changed to a value other than the
always-current phase 0.
Attached patch makes turn done button activation to check also if the server
is still considered busy.
Alone this patch doesn't have much of an effect - server busyness is also
considered to stop too early. This patch just ties two cases together, so fix
to server_busy logic will fix also the turn done button issue.
