Details:

Unlike the rest of Freeciv, which has "either version 2, or (at your option)
any later version" language, cvercmp files simply say "Licensed under Gnu
General Public License version 2".

Since cvercmp is distributed with Freeciv, that could be read to prevent
redistribution of the whole under GPLv3 terms, I think?

If cazfi as the cvercmp copyright holder is happy with a GPLv2+ licence, I
think the simplest thing would be to release a new cvercmp with explicit
GPLv2+ licence wording, and incorporate that in Freeciv.
I guess a notice on the cvercmp website
<http://www.cazfi.net/other/cvercmp.html> about licensing of all versions
would solve the issue of already-released tarballs; the copyright holder is
free to retrospectively relicence old versions under whatever terms they like,
I think.
