Follow-up Comment #1, bug #24099 (project freeciv):

I'm yet to confirm the situation, but based on work on other parts of the
defense code (patch #6612) I'm quite sure that what we need here is to make AI
to understand that when it has taken warships to use as defenders, the root
cause of lack of offensive warships is lack of proper defenders and not lack
of warships. It should build proper defensive units that would free the
existing warships to offensive duty instead of building more warships.

Further the case might have been that AI has been building warships for
offensive, but even these new ones have ended as defenders as the existing
warships suck as city defenders so it needs more defenders. So it could be
that building one cheap defensive land unit would allow launching a navy of
warships to offensive.
