Details:
A player's gold is supposed to be positive. Unit gold upkeep is payed. If the
gold is negative a unit is removed and its gold upkeep is returned.
An action auto performer rule caused by missing upkeep can kill other units as
collateral damage. (Example: "Explode Nuclear") A unit killed as collateral
damage can be in the list of units that is missing upkeep.
No gold upkeep is payed back for the collateral damage. This can lead to the
gold staying negative.
The fact that the first unit was removed can change the next unit's gold
upkeep. This can lead to the gold staying negative.
