Details:

S2_6 and later frequently put up a warning if the current topology and the
current tileset don't exactly match:

"Tileset problem, it's probably incompatible with the ruleset:
"Map topology and tileset incompatible."

(Only in Gtk clients currently, but others should do the same later.)

This is not ideal in several ways:
* It's not really a ruleset/tileset incompatibility, because topology is more
likely a property of the user's configuration or scenario.
* It should indicate that it's only a warning and the game will continue
anyway (especially as there can be a long pause afterward when nothing
happens, so the user can think it was fatal and start trying to interact with
UI.
* If it's just about iso vs non-iso, that's less of a problem than square vs
hex; one is just slanted and the other is actually confusing. Probably the two
cases should be treated differently.
* Maybe there should be a client setting to suppress this warning (perhaps for
iso mismatches only).
* It would be nice if the user could be given a chance to select a different
tileset. (This is much harder than the others.)

Probably this situation needs special handling rather than just using
tileset_error().

(Probably the real way to fix this is bug #16668, but I'm not getting round to
that and it looks quite involved.)
