Details:
I noticed a while back that the France scenario had rivers extending into
Inaccessible terrain.
That hasn't mattered up until now, as the classic ruleset that the scenario
was tied to had no river-native units.
However, as of patch #6589, trunk uses the civ2civ3 ruleset with this
scenario, which has river-native Triremes.
I don't know if this actually breaks anything, but it seems dangerous.
