Details:

The idea of this check was to make sure sanitycheck call points themself are
sane (no sanitychecking when things are not even expected to always be sane).
In case of savegame loading the sanitychecking should be allowed as values are
read from the savegame (->should be sane there) even when they have not been
adjusted.
