Civs have behaviour like this.
Not protecting against your own deliberately detonated nukes seems like
sensible behaviour. If so, it just wants documenting.
Not protecting against allied nukes seems a bit more questionable. Why allies
and not peaceful nations? And I think it allows a nuclear-armed ally to stab
you in the back spectacularly in a way you can't defend against.
