Follow-up Comment #3, bug #24125 (project freeciv):
I tried starting many tens of games with S2_5 svn on Linux with default
settings and couldn't trigger this.
I don't know what OS the original reporter is using, but the upper-case
username suggests it might be Windows.
Bug #23885 is another report of this on Windows.
Dunno why it might be Windows-specific. Random number seeding?
