Details:
/create doesn't let the nation of the created player be specified.
In pregame, nation can be affected by the name of the created player (if it
matches a leader name), but this doesn't give complete control in the face of
duplicate leader names.
It's not possible to create a player with a specific nation at runtime via
/create.
(Players can be created with a specific nation via Lua edit.create_player.)
I think we only need specify nation, not city style, leader sex etc, because
nation type is most likely to affect gameplay in some ruleset.
