Patch, which adds a new packets_deinit().
It could also be argued that the handlers hashes should be considered owned by
connections, and reference-counted and freed when the last connection using
them closes. But it doesn't seem worth doing, and chances are a hash that's
still around is likely to be used by a new connection.
