Details:
For modpack authors support, there should be possibility to enable some kind
of notifications about use of any deprecated lua functions or signals. In case
of TRUNK it should apply to deprecated ruleset constructs too.
It should default to off since the end user of the modpack is not supposed to
suffer from the fact it uses constructs that are going to go away in future
freeciv versions.
