Details:
Currently, the tooltip and help for government icons goes to the tech help. It
would be more helpful if it went to government help (particularly for rulesets
like civ2civ3 where governments are not always synonymous with techs).
There is a minor ugliness -- for the tooltip, the Qt cut_helptext() function
strips out all bulletted text but leaves an orphan "Features:".
