Follow-up Comment #2, bug #24235 (project freeciv):
A number of bugs have been fixed since 2.4.3.
The flags issue in particular sounds like some combination of bug #21373 and
bug #22457.
Do you still see the same problems with up-to-date code (particularly code
including the fix for bug #24203, which is in svn but not yet in a release)?
