Follow-up Comment #3, bug #22684 (project freeciv):
In my variant of the classic rules I adopted the experimental root_req
feature. Therefore "give all advances to an ally" is limited to a much smaller
set of "give all advances permitted by root_reqs to an ally". In other words,
I cannot judge if this issue is fixed, but it does not more happen with the
experimental root_req.
Suggestion: Introduce root_req also for all other "standard" (classic,
civ2civ3, ...) rulesets, like move fragments it is a generally good idea.
