Follow-up Comment #1, bug #20509 (project freeciv):
The grayed out city map is a GTK2 feature: When a governor is active it is not
possible to click on the city map, therefore the bitmap is shown as "disabled"
= grayed out.
This could be fixed by a new feature: Sometimes it makes sense to "pulse" a
governor, i.e., switch it off and immediately on again to force a new
evaluation. Clicking on the city map could have this effect (switch governor
off and on again.) As a side-effect the city map would be never disabled and
never grayed out.
