Details:
Taking part of the patch #6127 by J. M. Gorbach <gorb> for S2_6:
- Took just city functions is_happy(), is_unhappy(), is_celebrating(),
is_gov_center(), is_capital()
- Added "_is_" to the names of the api_methods_is_city_...() that didn't have
it
- Updated some comments
