Make all units "NoHome"?
Way back my patch for allowing one to change homecity without the need to
travel back and forth was shot down on the basis that it might *increase*
micromanagement as one could seek optimal homes for each turn (or even within
a turn so that unit that takes maintenance between turns from a border city,
does not risk loss of homecity by having city in danger assigned as homecity
while enemy moves) even for stationed units.
