Details:
Size of the patch is mostly due to indentation change. The only thing really
changing is the addition of:
if (get_player_bonus(aplayer, EFT_NO_DIPLOMACY) <= 0
&& diplomacy_possible(pplayer, aplayer)) {
and this block ending "}"
