Details:

Working on bug #24329 it becomes more apparent than ever that we could use
more than primary and one alternative gfx tags for extra building activities
at least.

For example "Oil Well" building should have oil-well building specific primary
tag, a bit more generic mine-type extra building secondary tag, and
Mine-activity tag as third alternative. The last one is all that most tilesets
have. However, without the middle-solution a tileset that has made distinct
mine and planting sprites can end to use sprite specifically designed for
planting activity as a icon for building custom mine type.

Considering for d3f, but not a blocker.
