Follow-up Comment #2, task #7965 (project freeciv): This is the first release since the freeciv.org front page moved off wiki, which means you don't currently have access to publish the existence of the Windows packages.
I've put vague instructions at wiki/Release <http://www.freeciv.org/wiki/Release#When_binaries_are_available>.
