Details:

Bug #24319 separated seed_setting from the seed that's actually used. Map
retry wasn't updated:
* If the user specifies a fixed mapseed that fails, it will be retried
repeatedly, pointlessly. (e.g. mapseed=2075160972 with classic ruleset)
* There's no longer any need to set seed=0 explicitly in the retry loop, since
seed_setting remains 0 and seed will be made afresh due to that.
