I can't think of anything sensible to do without breaking formats. About the only thing I can think of is a menu item "save scenario without seeds", which is ugly. This change lessens the need for the client to avoid saving gameseed/mapseed (added in bug #17122), but I don't think it eliminates it; if the user loaded an old savegame and then saved settings, they could end up with saved seeds.
