Details:
"Can't upgrade the ruleset. Not enough free unit type user flags to add user
flags for the unit type flags that used to be hardcoded."
I think this is because bug #24285 added UTYF_USER_FLAG_1 to the flag index,
but not the value it's compared against for making sure value is not too
high.
Fix attached.
