Details:

As discussed in bug #23814, sikkim.svg metadata license information is wrong
in that copyright holder has, without changing that metadata, released the
very version of the file under PD.

Just remove the metadata.

When committing, also regenerate the pngs, just to make sure they match the
.svg "source".
