Details:

Supplied rulesets make Barracks obsolete by Barracks II, but not Barracks III.
That means that (in rather unlikely situation) that if someone who does not
know Gunpowder gets a city with an intact Barracks III, can then build
Barracks to the same city.

Currently this does not provide double benefits, but patch #5650 is about
removing the guards against those.

civ/2 rulesets are special in that there no barracks prevent other. (bug
#24374)
