I had a look at the 2.5.3 Gtk3 Windows build. WRT my original complaints in
comment #0, things are much improved:
0 FIXED: buttons now have borders
0 unthemed areas are still present
0 FIXED: scrollbars are a sensible size
0 FIXED: scrollbar buttons are present
0 FIXED: horizontal tab gradients gone (vertical ones still present, but those
are OK IMO)
0 MOSTLY FIXED: Some weird shadows gone (chat bar, menu); city production
progress bar shadows still there, but actually looks OK now progress bar is
green (looks like Windows 7 progress bar)
0 FIXED: menu bar defects gone away
0 spin buttons unchanged
0 tab close buttons unchanged
0 IMPROVED? Certainly the dead space in the screenshot example I gave has gone
away.
0 unchanged, still no antialiasing
0 no change to texture resize behaviour (=> patch #6964)

Here are a couple of new (much more minor) observations:
13. Bottom lines missing off tabs
14. Menubar theming cuts off abruptly with no edge
