Follow-up Comment #2, bug #24419 (project freeciv):
This seems like a bug in combination of json and delta protocols. The "diff"
arrays, for which only delta should be sent, are in the packet as very big two
dimensional arrays. Taking "diff" property away from those arrays lets things
pass.
Attached is the packet (with the "diff" properties in) dumped to a file.
