Details:
In diplomacy dialog when trying to trade (sell a tech for example) with ai
(who definitely owns 2000+ gold pieces ) qt dialog doesn't allow to input more
than 99, neither by hand, nor by increment-arrows on the inputbox.
This does not happen in gtk clients. First occurrence was in 2.5.0.
