To clarify: Move cost differs to the extend that roads are not even used (in
the move-cost-resolving sense, native-move property is resolved separately) to
one direction, but are to the other.
Move cost is always based on the target tile cost. If integrating roads have
different move cost, moving from first one to second has different cost from
moving second to first.
