Details:
- Rename unit type flag "Trireme" as "CoastStrict"
- Add unit type flag "Coast"
- "Coast" flag has no effect unless unit has fuel set
- Units with "Coast" flag consider any coast tiles refuel points
- In this version of the patch civ/2 rulesets still use "CoastStrict" for
triremes
With the combination of the "Coast" flag and fuel value it should be possible
to create sea units that generally need to stay close to coast but are not
bound to it in the level of moving away being an illegal move. In a different
setup 'fuel' value of a couple of turns can represent need to regularly
replenish food and fresh water storages.
As existing 'fuel' concept is used, there's no need for new major modes in
path finding etc.
