Not checked with newer code
Load attached savegame. City of Hamburg building Darwins Voyage, but can
switch to Adam Smith's, which is already built in Berlin and in effect on the
same island.
I then stumbled upon bug #24098 which is fixed in newer versions.
See also economy report, in connection with Adam Smith'. The costs column
isn't helpful at all. Maybe it should be replaced with 1 column "generic
costs" and 1 column "non-free" (with free like in free beer).
