Details:
This ticket is essentially about reverting patch #6974 (at the time of writing
even that one is not committed yet).
Since patch #6974 was created, I've found out that on lower level builds NLS
can be enabled when '--enable-fcdb=sqlite3' is left out. Disabling auth
support is more sensible thing to do than disabling NLS, but even with that
kind of fix to NLS issue in horizon, I plan to go forward with patch #6974 to
get the very first msys2 base Installer test build out sooner rather than
later.
