Details:
It's close to a decade since we last even talked about need to update
freeciv.spec in order to keep it in. Nobody uses it, and I don't think anyone
wants to (distributions do version suitable for their own goals anyway) We
already have dropped debian/ directory (equivalent files for Debian based
distributions).
Drop freeciv.spec.
In addition to applying this patch (which drops the file from the distribution
tarball), remove the file (bootstrap/freeciv.spec.in) from svn.
