Details:
Some former Road type flags and Base type flags have been turned to Extra type
flags in S2_6. In 2.5 it was possible to have a requirements of type RoadFlag
or BaseFlag referring to these flags. There's no ExtraFlag requirement type in
2.6. We need it.
