Details:
Remove hard prevention of the client build when freeciv-web version of the
server is being built. Allow explicit client selection. Without explicit
client request, default to not to build any client in freeciv-web build.
This is just to allow development and experimenting with such a setup. Such
client is not expected to work at the moment.
