Details:
IIRC nation rulesets can already specify preferred border colours.
The attached report contains the top three colours of 568 small
flags as hex. #rgb tripels.
Trying this I found 4 "off by one" PNGs in trunk/data/flags:
cuyavia.png 29x19 instead of 29x20
jaffna.png 29x21 instead of 29x20
keetoowah.png 29x22 instead of 29x20
vampire.png 29x21 instead of 29x20
The small vampire flag certainly works on GTK2 maps, but I still
hope that (large) flags are shown in the GTK help, and sticking
to one size might help to implement it.
The attached ZIP contains fixed small PNGs (rsvg-convert to PNG,
rescaled in XnView, because I was too lazy to figure out ffmpeg
-sws-flags for a working algorithm.)
