Details:
Never rely on autoconf provided PATH_SEPARATOR
1) Builds on msys2 ended up using wrong PATH_SEPARATOR (and it was really
breaking things, at least ./fcser and ./fcgui scripts)
2) At least this way we're consistent in what separator is used on a given
host system, regardless if we have made a native build there or cross-compiled
for the target
