Details:
Rename gtk_set_relative_position() as set_relative_window_position() as it
doesn't belong to gtk's namespace, and can handle only windows, no other
widget types. Also make parameter types to reflect the latter fact; do not
accept generic widget but only windows.
This is just cleanup on code inspected when trying to find bug #24474, not fix
to it.
